On June 6, 2025, President Donald J. Trump signed Executive Order 14307, titled “Unleashing American Drone Dominance,” a pivotal directive aimed at accelerating the commercialization of unmanned aircraft systems (UAS) and electric Vertical Takeoff and Landing (eVTOL) aircraft. From a business aviation perspective, this order marks a transformative moment for the industry, particularly for companies like Archer Aviation, which is poised to redefine Urban Air Mobility (UAM) at the 2028 Summer Olympics and Paralympics in Los Angeles. The executive order emphasizes the modernization of cargo delivery, passenger transport, and advanced air mobility, stating, “Emerging technologies such as electric Vertical Takeoff and Landing (eVTOL) aircraft promise to modernize methods for cargo delivery, passenger transport, and other advanced air mobility capabilities†(The White House, 2025). This policy is set to reshape business aviation by enabling innovative solutions to longstanding logistical challenges.

The executive order directs the Federal Aviation Administration (FAA) to expedite regulatory frameworks, notably by issuing a proposed rule for Beyond Visual Line of Sight (BVLOS) operations within 30 days and a final rule within 240 days. It also establishes the eVTOL Integration Pilot Program (eIPP), an extension of the FAA’s BEYOND program, requiring the selection of at least five pilot projects within 180 days to commence operations within 90 days of agreement. These projects, involving state, local, tribal, and territorial governments with private sector partners, will focus on applications like cargo transport, medical response, and urban mobility. For business aviation, this streamlined regulatory approach reduces barriers to scaling eVTOL operations, fostering a competitive environment for American manufacturers and operators.

Archer Aviation, named the exclusive air taxi vendor for the 2028 Summer Olympics, Paralympics, and Team USA, stands to benefit significantly. The company’s Midnight eVTOL aircraft, designed to carry a pilot and four passengers with carry-on luggage, is tailored for short-range urban transport. In Los Angeles, a city notorious for its traffic congestion, Archer’s air taxis promise to revolutionize mobility for athletes, VIPs, and guests. Instead of navigating gridlocked highways, these stakeholders can rely on eVTOLs to swiftly travel between venues, hotels, and other key locations. Archer’s CEO, Adam Goldstein, highlighted the urgency of this opportunity, noting, “Even though the Olympics are three years away, they represent a deadline that can’t slip for clearing the bureaucratic runway for Archer to operate†(Forbes, 2025). The executive order’s push for rapid regulatory clarity aligns perfectly with Archer’s timeline to deploy “tens†of Midnight aircraft by 2028.

In May Archer announced that it has been selected as the Official Air Taxi Provider of the LA28 Olympic and Paralympic Games and Team USA. Through this exclusive partnership, the two will look to integrate Archer’s Midnight eVTOL aircraft across the LA28 Games in a variety of ways, such as transporting VIPs, fans, and stakeholders, while electrifying vertiport take-off-and-landing hubs for key venues and providing support for emergency services and security.

Archer and LA28 will introduce the company’s Midnight eVTOL aircraft to Los Angeles, which is expected to host over 15 million visitors and broadcast to billions of viewers globally over the course of the Games. The partnership includes support for Team USA through LA28.

From a business aviation perspective, the implications extend beyond the Olympics. The eVTOL Integration Pilot Program will generate critical data on safety, performance, and operational scalability, informing future regulations. This is vital for business aviation leaders who see eVTOLs as a complement to traditional private aviation. Unlike conventional jets, eVTOLs offer cost-effective, eco-friendly solutions for short-range travel, appealing to corporate clients seeking efficient regional transport. The order’s emphasis on prioritizing U.S.-manufactured UAS over foreign alternatives further strengthens domestic players like Archer, reducing reliance on foreign supply chains and enhancing national security. The Federal Acquisition Security Council is tasked with publishing a Covered Foreign Entity List within 30 days to mitigate supply chain risks, ensuring American companies lead the market.

The 2028 Olympics serve as a high-profile stage to showcase eVTOL capabilities. Archer’s air taxis will not only alleviate traffic challenges but also demonstrate the viability of advanced air mobility to a global audience. With the FAA mandated to update its UAS integration roadmap by February 2026, the infrastructure for vertiports and air traffic management systems will likely be in place by the games. This aligns with Archer’s strategic partnerships, such as its collaboration with Jetex to develop air taxi infrastructure in the UAE, which could serve as a model for Los Angeles. The executive order’s focus on supporting U.S. drone exports also positions Archer to expand globally, leveraging its Olympic success.

Industry leaders have welcomed the order’s aggressive timelines. Eric Brock, CEO of Ondas, stated, “This will accelerate commercialization across the entire industry and catalyze a robust, private sector-led investment cycle†(AUVSI, 2025). The order’s directive to utilize AI for expediting UAS waiver applications further streamlines operations, reducing delays that have historically hampered business aviation’s adoption of new technologies. By fostering innovation and prioritizing American manufacturers, the executive order creates a fertile environment for eVTOL growth.

In conclusion, President Trump’s Executive Order sets a bold course for business aviation, with Archer Aviation at the forefront. By 2028, Los Angeles will witness eVTOLs transforming urban mobility, saving time and showcasing American innovation on a global stage. The order’s regulatory and industrial support ensures that business aviation will soar to new heights, driven by eVTOLs and a revitalized U.S. drone industry.
